Presidential hopeful Vivek Ramaswamy claims that President Joe Biden isn’t ‘actually running for president’ because he is being controlled behind the scenes by the Democrat elite.

He also suggested to DailyMail.com what many have speculated – that Biden’s outgoing head of domestic policy Susan Rice is departing the White House to work for the campaign. Ramaswamy said that Rice is one of those.

The biotech multi-millionaire said that the ‘cognitive deficits’ of Biden are a ‘feature’ for those who wish to control him.

‘I think the biggest farce is the idea that Biden is actually running for president,’ Ramaswamy said in a quick phone interview. ‘He’s not actually – it’s the managerial class, putting him up as a puppet to advance their agenda.’

Ramaswamy is one of the few Republicans who have already entered what is expected to be a crowded primary race.

He joins the field with former President Donald Trump, ex-South Carolina Gov. Nikki Haley and former Arkansas Governor Asa Hutchinson. There are dozens of others rumored to be considering a run, including Florida Gov. Ron DeSantus.

Ramswamy slammed the Democratic National Committee (DNC) for not holding primary debates, which is something that commonly happens within the parties when an incumbent president is running for reelection.

‘And I think the fact that the DNC is also silencing any debate, they’re not going to have two primary debates, says to what extent they’re willing to go to prop up their puppet,’ he continued.

Currently there are two long-shot Democratic candidates vying for the nomination against Biden – author Marianne Williamson and lawyer and anti-vaxxer Robert F. Kennedy Jr.

‘I think that the fact that Biden suffers from cognitive deficits, that’s not a bug to them, that is a feature. That’s what allows him to be controlled and captured by the administrative managerial bureaucracy underneath,’ Ramaswamy detailed his theory to DailyMail.com.

He said the DNC deciding not to hold debates is Democrats way of ‘spitting in the face of their own base.’

Ramaswamy said that the ‘managerial elite’ who are controlling Biden are the ‘middle to upper layers of the Democratic National Committee,’ as well as ‘the people who staff nonprofit boards and the administrative donor class of the Democratic Party.’
