Italian Government May Assist Glencore in Accelerating Recycling Hub Permitting Process

The Italian government has expressed its willingness to support Glencore Plc in expediting the permitting process for its planned recycling hub in Sardinia. However, the government has requested Glencore to present a comprehensive business plan for the project before any further action can be taken. The proposed recycling hub, a joint venture between Glencore and Canada’s Li-Cycle Holdings Corp, aims to address the global shortage of key raw materials for the rapidly growing electric vehicle sector.

The regional government of Sardinia recently rejected a fast-track approval process for Glencore’s pilot project, prompting the company to consider alternative options. Industry Minister Adolfo Urso emphasized that Glencore has yet to submit a feasibility and industrial plan, which is a prerequisite for government involvement. Once the plan is presented, the central government, together with Sardinian authorities, will collaborate to facilitate the project’s realization.

A spokesperson for Glencore’s Sardinian subsidiary, Portovesme srl, confirmed that all requested information has been submitted thus far, and the company remains committed to providing further details on the project’s impact as required. The spokesperson added that Glencore is eager to commence construction of the demonstration plant as soon as the necessary permits are obtained, and they welcome any clarity regarding an expedited permitting process.

Minister Urso highlighted that the central government can expedite the permitting process for strategic sites by applying a new law that exempts them from certain constraints. This indicates the government’s willingness to support Glencore’s recycling hub and streamline the necessary procedures.

Glencore and Li-Cycle Holdings Corp initially announced their intention to establish the recycling hub in Portovesme, Sardinia, by repurposing Glencore’s existing production sites on the island. The commissioning of the hub was anticipated to commence between late 2026 and early 2027. However, Sardinia’s regional government recently stated that the pilot project must undergo a full environmental impact assessment.

The collaboration between Glencore and Li-Cycle Holdings Corp aims to contribute to the sustainable development of the electric vehicle industry by producing materials like lithium carbonate. As the global demand for electric vehicles continues to rise, initiatives like these are crucial in ensuring a steady supply of essential raw materials.
