The WSJ report claims that people familiar with the discussion said Saudi Arabia is in talks with Tesla about setting up a  manufacturing facility there.

The move, if true, would be part of an ambitious push by Saudi Arabia to diversify its economy away from oil and secure metals needed to make electric cars.

‘The talks are at a very early stage and could fall apart. Any deal could be fraught with complications, given Tesla Chief Executive Elon Musk’s contentious relationship with the Saudis,’ reads the article.

The report from the Wall Street Journal comes just hours after Turkish President Tayyip Erdogan asked Musk to build a vehicle factory in Turkey, according to the country’s communications directorate.

Musk will also meet Israeli Prime Minister Benjamin Netanyahu in California on Monday.

Saudi Arabia is said to be sourcing quantities of metals and minerals from other countries, including the Democratic Republic of Congo, the report said.

Democratic Republic of Congo is said to hold the world’s largest cobalt mines, mined workers ‘laboring in slave-like conditions.’ 

These workers include tens of thousands of children as young as four. 

But, it is unknown how Saudi Arabia will source minerals from the Democratic Republic of Congo. 

Saudi Arabia has been trying to shift its economy away from oil and signing billion-dollar deals with several countries to collaborate on developing, manufacturing and selling electric vehicles.

In June, Saudi Arabia’s Ministry of Investment signed a $5.6 billion deal with Chinese electric car maker Human Horizon.

The US-based Lucid Group announced in August that its first overseas plant in Saudi Arabia is set to start limited production of Lucid Air EVs this month.

However, Musk’s Tesla brand currently leads the Middle East EV market. 

One of the proposals the kingdom is considering involves extending financing to commodities trader Trafigura for a flailing Congo cobalt and copper project, which could help provide a Tesla factory with supplies, the WSJ report said.

A Trafigura spokesperson said the trader was reviewing its options for the Mutoshi project in Congo amid rising costs and persistently low cobalt prices.

Tesla did not immediately respond to Reuters requests for comment, while Saudi Arabia’s sovereign fund, the Public Investment Fund, declined to comment.

Musk said in May that Tesla would probably pick a location for a new factory by the end of 2023. 

The company has six factories and is building a seventh in Mexico in northern Nuevo Leon state.

The WSJ’s claims come amid a series of high-profile human rights abuses by the authoritative regime in Saudi Arabia, which has been cracking down increasingly hard on peaceful dissent.

Last month, a court sentenced a retired Saudi teacher to death over a series of critical tweets of the regime. 

Mohammad bin Nasser al-Ghamdi, 54, was accused of ‘using his accounts on Twitter and YouTube to follow and promote individuals who seek to destabilize public order.’

US health officials are looking into reports that the iPhone 12 emits harmful levels of radiation — after sales were temporarily halted in Europe due to safety fears.

A spokesperson for the Food and Drug Administration (FDA) — which is partly responsible for making sure cellphones are safe — told DailyMail.com the agency was ‘reviewing the available information’.

It comes after a regulator in France this week asked Apple to stop selling the 2020 iPhone 12, claiming tests found the handset emits radiation levels that exceed EU restrictions. 

Germany, Belgium and Spain have all signaled they could follow suit. Apple has disputed the findings, but the news has reignited deep-rooted fears about health and cellphone usage.

More than 81million iPhones were sold in the United States in 2021, the year after the model’s release. It is unclear how many Americans still own a device that is now three years old.

In a statement to DailyMail.com, a spokesman said: ‘In general, the FDA does not comment on specific studies or test results, but evaluates them as part of the body of evidence to further our understanding about a particular issue and assist in our mission to protect public health.

‘The FDA is reviewing the available information.’

The agency is responsible for regulating the safety of phones along with the Federal Communications Commission (FCC).

The FCC declined to comment when contacted by DailyMail.com.

The Agence Nationale des Fréquences (ANFR) initially raised the alarm on Tuesday, claiming that the iPhone 12 had failed its latest round of routine testing – with radiation levels 40 percent above what the regulator says is acceptable.

But most experts say even if the higher radiation levels are true, they are ‘not sufficient’ enough to harm people.

There are old fears about the effects of phones on health, having previously been linked to brain cancer and fertility issues, but these have never been proven conclusively. 

Dr Devra Davis, an epidemiologist who has been studying the dangers of radiofrequency released from phones since the early 2000s, told DailyMail.com the FDA should ‘absolutely’ investigate the iPhone 12.

‘Why should French people be more protected than Americans?,’ she added.

Dr Joel Moskowitz, who researches the adverse effects of cellphone radiation at the University of California, Berkeley, said he hoped the reports from France prompted an investigation.

He told DailyMail.com: ‘I hope the French Apple 12 emissions debacle triggers an independent investigation in the US regarding SAR testing procedures for authorization for all wireless devices. 

‘In 2012, the Government Accountability Office (GAO) issued a report at the request of the Congress which raised major concerns about the SAR testing protocol, but it was ignored by the FCC.’

In routine testing, French regulators found the iPhone 12 emitted radiation levels that were 40 percent above permissible levels when it was next to a human.

Radiation from cellphones is measured in Europe using the specific absorption rate (SAR), or the amount of power absorbed by the body from a particular source per kilogram of body-weight.

More than 100million iPhone 12’s have been sold worldwide, while in the US an estimated 135million people own an iPhone.

In 2021, a year after the iPhone 12’s release, the number of iPhone owners sat at around 116million users. 

French digital minister Jean-Noel Barrot stressed the iPhone 12’s radiation levels were much lower than those that scientific studies say could cause harm.

He added that a software update would be able to solve the issue.

Dr Rodney Croft, a neurophysiologist in Australia and chair of the International Commission on Non-Ionizing Radiation Protection, said: ‘From a health and safety point of view, it is not as if this is putting anyone at risk.’

The safety levels — based on the risks of burns or heatstroke from the phone’s radiation — are already set ten times below the level where scientists found evidence of harm.

Dr Croft added that France’s findings may differ from those of other regulators because measurement methods vary between different regulators.

France has previously stopped the sales of 42 smartphones in the country over radiation concerns. This is the first time Apple has been hit.

Apple currently has two weeks in which to respond but has already said it will issue a software update to fix the issue.

French regulators say they will need to test the software before they can put the phone back on the market.

The software update will only affect phones in France, and not those in other countries, they added. 

Previous research has suggested exposure to radiation from phones can cause everything from cancer to fertility issues.

But many researchers seek to pour cold water on these results, saying the tests were done in animals and exposure levels were very high in order to cause the issue.

‘Currently there is no strong evidence that exposure to electromagnetic fields during mobile phone use is associated with adverse health effects,’ Maria Feychting, a professor of epidemiology at the Karolinska Institutet in Stockholm, said.

‘However, there are still some uncertainties and further research is needed, especially regarding the higher frequencies that will be used by 5G.’

It is worth pointing out that the International Agency for Research on Cancer, which is an offshoot of the WHO, has previously claimed that certain radio frequencies at extreme levels are ‘possibly carcinogenic to humans’.

However, this is thought to be unlikely.

Apple said in a statement that its phone complied with standards worldwide but that it would ‘issue a software update for users in France to accommodate the protocol used by French regulators’.

They added: ‘This is related to a specific testing protocol used by French regulators and not a safety concern.’ 

The iPhone 12 was first released in September 2020 and is still sold worldwide, although Apple is now seeking to phase it out following the release of the iPhone 15.

Apple tech support staff are being told not to volunteer any information about the phones.

Russia is reportedly trying to censor media coverage of a rumoured second mass mobilisation of reserve troops to stamp out discontent in the leadup to next year’s presidential elections.

Pro-Kremlin media have allegedly received a memo issuing guidelines and including an ‘urgent request’ to downplay speculation that Russia might be getting ready to call up more reservists to funnel into its brutal invasion of Ukraine.

Opposition outlet Meduza yesterday claimed to have seen the guidelines, shared by employees working for state-controlled media. One reportedly told the publication: ‘Everybody knows, if the government is denying something’s going to happen, it’s definitely happening.’

The memo allegedly told pro-Kremlin outlets to instead focus on coverage of contract recruitment for the military.

Russia has upped efforts to censor dissident voices this year. Only on Thursday, State Duma Deputy Anton Gorelkin said that Russia should consider blocking WhatsApp in Russia if the app launches Russian language channels.

State censor Roskomnadzor added that Russia could block WhatsApp if it disseminates prohibited information as the application prepares to launch a channel feature to feature over 150 countries, likely including Russia.

Rumours of a second call-up of reserves have mounted in the lead-up to the start of the six-monthly conscription cycle on October 1.

Earlier this month, a fake photograph of a signed mobilisation order caused a stir on Russian social media.

Media insiders reportedly told Meduza that they had been instructed to abstain from all discussion of the incident – and even to avoid refuting fake news.

But anxious rumours of another looming mass mobilisation order continue to circle online.

A Russian Telegram channel claiming ties to Russian security sources stated earlier this week that officials want to recruit some 170,000 – 175,000 troops in the next cycle.

Officials also allegedly hope to move the start of conscription to November 1 to accommodate new mobilisation processes, while recruiting 130,000 soldiers through coercive ‘contract mobilisation’. 

The Institute for the Study of War assessed on Tuesday that top officials are ‘actively disagreeing about the necessity of and preparations for a second wave of reserve mobilisation’, however.

But speculation is not likely to help Putin’s popularity ahead of the upcoming 2024 elections, Meduza observed

It judged: ‘The Kremlin’s intent… is to re-elect the incumbent president with record unanimity: the goal is to garner at least 80 percent of the vote with a turnout of 70 percent or more.’

State Duma and Federation Council members went so far as to propose blocking WhatsApp in a bid to control online content and limit access to prohibited information. 

Following Meta’s decision to launch a channel feature to over 150 countries, likely including Russia, Russian officials proposed an outright ban on the application.

Politician and journalist Alexander Khinshtein wrote on Telegram on Thursday: ‘I share the position of my colleague [State Duma Deputy Anton] Gorelkin: if What’s App [sic] really launches Russian-language information channels, it would be right to reconsider the attitude towards this messenger, even to the point of blocking it.

‘There is no doubt about the anti-Russian nature of these channels, since [WhatsApp] belongs to the extremist company Meta with all the ensuing consequences.’

Meta, the parent company of WhatsApp, Instagram and Facebook, was designated an extremist organisation in March 2022. 

Its products have since been banned in Russia.

Russia’s presidential elections are scheduled to be held in March 2024, with the winner inaugurated next May.

Putin has not yet confirmed whether or not he will run again.

Kremlin spokesperson Dmitry Peskov said on Monday: ‘The president has not yet announced that he will nominate his candidacy.

‘But if we assume that the president stands as a candidate, then it is obvious that there can be no real competition for the president at this current stage,’ Peskov was quoted as saying by RBC.

Despite the interruption, Balado kept her composure and told the man to let her ‘do my job’. Despite her pleas, the stranger persisted and even brazenly touched her hair as he walked away, before coming back again to continue talking to her.

The man was later arrested by police, with Spain‘s national force posting a video to social media that showed officers walking him into a police station.

Balado was reporting from Calle del Duque de Alba, a street that runs through the centre of Madrid, when the assault occurred.

She was reporting about an incident which happened on Sunday in a shop that’s shown behind her in the clip. The news report was showing CCTV footage from inside the shop, with Balado describing the events over the top.

As she is talking to the camera for news station En Boca De Todos (On everyone’s lips), the man – wearing white shorts, a blue jacket and dark sunglasses – is seen coming up the street behind the reporter.

Without saying a word, he reaches behind Balado and touches her backside.

Visibly flustered, Balado tries to continue with her report, saying: ‘Sorry, one minute’ before telling the man: ‘We are live on TV.’

But presenter Nacho Abad, the anchor back in the studio, asks Balado: ‘Isa, sorry to interrupt you. The sound is really bad. Did he just touch your a**?’

The uncomfortable young reporter tells the presenter that the man did indeed touch her, and the camera adjusts to show both Balado and the man.

It appears that the man is asking her what television station she works for, prompting Balado to tell him: ‘As much as you want to know which TV station we are, do you really have to grope me? I’m working on a live report.’

Responding to the accusation, the man tells her: ‘I haven’t touched your a**.’

In a second clip, the presenter is heard speaking to his colleague over the broadcast, telling her: ‘Isa, I understand that for you this is an extremely uncomfortable moment, and [an] absolutely disgusting situation.’

Balado is seen back on the same street speaking to a woman about the incident, slightly further up from the store she had been standing in front of.

The woman next to her suggests his actions were ‘normal’ for that area of the city.

‘It’s not something about me, it’s happening to all the girls he is encountering. It’s very disgusting as I am trying to work,’ Balado says as the camera moves again and films the man bothering another person on the street.

‘As you can see, there he is. He is accompanied with another man wearing a hat. He probably doesn’t have anything to do all day,’ the reporter says, as the man again approaches her from behind.

Abad warns his colleague that he’s coming back, saying: ‘Isa, turn around, turn around, he is approaching you again. He is behind you, quick, turn around!’

While the identity of the man is unknown, Spain’s national police released a short clip later on Tuesday afternoon showing the same man – in a blue jacket and white shorts – being led into a police station having been arrested.

‘Arrested for sexually assaulting a reporter while she was doing a live television show,’ the police force said in the Tweet. 

Abad later revealed on air that it was the program that had taken action and called the police. ‘We have called them because they have to act. We hope to have the images of the arrest of this unpresentable person,’ he said.

Another reporter for the channel, Diego Losada, said: ‘Our colleague was doing her job and an individual, with a smile, touched her buttocks without her consent. The important thing is that this disgusting individual is now arrested.’

He also called for justice over the incident, and said: ‘We condemn all types of aggression and in this case it has hit us very closely, because attacking Isa is like attacking any of us. In a society that we want to be better this cannot happen and This feeling of impunity cannot exist. 

‘This is a lack of respect and I hope that the full weight of the law falls on him.’

The shocking incident comes in the wake of a scandal surrounding the head of the Spanish football association, Luis Rubiales, that rocked Spain.

Rubiales announced on Sunday that he was stepping down from the position after he kissed player Jenni Hermoso in the aftermath of her country winning the Women’s World Cup in August, sparking outrage at home and abroad.

Today, Rubiales was ordered to give testimony to a Spanish judge investigating the kiss. Rubiales says she had consented to the kiss, but Hermoso has denied that.

Judge Francisco de Jorge ordered Rubiales to answer his questions on Friday at Spain’s National Court in Madrid, according to court documents seen by The Associated Press on Tuesday.

Spanish state prosecutors formally accused Rubiales last week of alleged sexual assault and an act of coercion when, according to Hermoso, he pressured her to speak out in his defense immediately after the scandal erupted. 

Rubiales announced on Sunday that he was resigning from his post, from which he had already been provisionally suspended by FIFA.

De Jorge is carrying out the preliminary investigation into the accusations against Rubiales, and will then decide whether the case should go to trial.

According to a sexual consent law passed in Spain last year, Rubiales could face a fine or a prison sentence of one to four years if found guilty of sexual assault. 

The new law eliminated the difference between ‘sexual harassment’ and ‘sexual assault,’ sanctioning any non-consensual sexual act.

The incident has proven to be somewhat of a ‘Me Too’ movement in Spain, empowering many women to come forward with their own experiences, and has shone a spotlight on the issue of sexual assault.

Donald ‘Reg’ Jones (1995–1997)

Britney got her first official boyfriend, Reg Jones, when she was only 14 and he was 17.

In Lynne Spears’ 2008 memoir Through The Storm, Britney’s mother claimed that it was actually Jones whom her daughter lost her virginity to, not her future boyfriend Justin Timberlake.

Columbus Short (2003)

Britney dated within her own organization when she hooked up with her backup dance Columbus Short in 2003.

The 40-year-old was easily able to scale a fence, descend a rocky hillside and slip inside the wedding venue, all-the-while telling security exactly who he was, and why he was there – just hours before the fairytale ceremony got underway.

Alexander’s arrest is the third arrest in 13 months. Police sources revealed he also has a felony warrant for larceny in another county.

He was last in police custody for driving under the influence in January 2021 and breaking security protocols at an airport in August. Alexander was also arrested previously for violating an order of protection and stalking an unidentified woman in December 2021.

On Thursday night, Spears’ attorney revealed he was ‘absolutely livid’ after Alexander crashed the pop star’s wedding venue and demanded he be locked up.

Sam Asghari (2016–2023) 

Sam Asghari, an aspiring actor, has been by the pop star’s side since 2016, making their relationship her longest to date.

She met Sam in 2016 when he appeared in her Slumber Party music video, and the two quickly hit it off after that.

They went Instagram official in January 2017, and Sam was by her side amid the battle to end her long-running conservatorship.

Spears announced their engagement on September 12, 2021, and she followed the good news up by having her conservatorship terminated in November of that year.

In April 2022, the couple announced they were expecting their first child together, but Britney revealed just a month later that she had suffered a miscarriage.

NHS crisis sparks boom in private health insurance: Aviva chief Amanda Blanc reports ‘very strong demand’ for cover

Insurer Aviva is cashing in on the woeful state of the NHS after signing up 170,000 private health insurance customers over the past year.

The FTSE 100 firm said that sales of its health cover rose by 58 per cent to £86million, boosted by ‘current pressures on public health services’.

‘Customers are worried that they may not be able to get access to health treatments when they need them, they don’t want to have to wait long periods of time,’ said chief executive Amanda Blanc.

Official figures this month showed the NHS waiting list for routine operations in England has risen to a record high of 7.6m.

Last week, the boss of French insurance giant Axa said the crisis facing the UK health service would create ‘quite a few business opportunities’ for its private health cover.

Blanc said Aviva now has more than 1m customers.

Susannah Streeter, head of money markets at Hargreaves Lansdown, said: ‘It’s hardly surprising given the tales of woe about backlogs in the NHS and continued strikes by staff in disputes over pay and conditions.

‘Clearly many more people are willing to pay to have peace of mind that when they do fall ill, support will be available.’

But it has not been plain sailing, as unprecedented demand has meant call waiting times for customers have lengthened, Blanc said. She said service levels were expected to return to normal at the end of this year as more staff are recruited.

Aviva reported a better-than-expected 8pc rise in operating profits to £715million for the first half of the year and hiked its dividend by 8 per cent, helping shares climb 0.9 per cent, or 3.3p, to 383.2p.

It estimated full-year profit growth of 5 per cent to 7 per cent. AJ Bell investment director Russ Mould said: ‘A big increase in demand is a useful driver for the business – reflecting the big NHS backlog.’

Aviva was helped by a 13 per cent rise in UK and Ireland general insurance sales, which includes home and motor cover, to £3.22billion, boosted by price rises. 

Aviva Wealth saw a mixed performance as workplace pension products did well but there was a 51 per cent fall in net flows to £1.2billion for its Adviser Platform for investing.

Blanc said: ‘Aviva is delivering consistently strong and profitable growth. 

In the first half of 2023 we grew sales, operating profit and dividends for our shareholders.

‘Our excellent trading momentum is a direct result of the decisions we have taken over the last three years to refocus.’

The results come after activist investor Cevian, which had a major holding and put pressure on Aviva to deliver more returns to shareholders, sold most of its stake this year.

That was seen as a vote of confidence for Blanc’s strategy, as Aviva span off some overseas businesses. 

Blanc added that the company was ‘far from believing that we have achieved what needs to be done’ with ‘much more for us to go after’.

Watches of Switzerland reports record annual performance – but shares tumble amid worsening trading backdrop

Watches of Switzerland Group has hailed another record annual result but seen its shares slide after warning of difficult trading conditions. 

The luxury retailer declared revenue of £1.54billion for the 12 months ending April, jumping by a quarter on the previous year and about double the amount it achieved four years ago.

Growth was driven by sales soaring by more than half in the United States, where the firm has expanded heavily in recent years by acquiring and opening stores.

By comparison, its sales across the UK and Europe increased by only 10 per cent to £890million despite launching multiple new shops, including five in Battersea Power Station alone

Trading was also boosted by watches being sold in greater numbers and at higher average prices, which the business said reflected the ‘continued dynamism of the category.’

Consequently, it expects to report annual underlying pre-tax earnings of between £163million and £167million, compared to £130million in the prior year.

Yet this performance failed to prevent Watches of Switzerland Group shares from becoming the FTSE 350 Index’s worst performer on Wednesday morning. They recovered modestly to end the day 5.8 per cent down at 697.5p.

The company warned that the ‘more challenging trading environment’ experienced in the second half of the last financial year had carried on into the new year.

It anticipates a ‘modest sales decline’ in the first quarter due to a robust comparative trading period the prior year before normalising in the following three months.

Following two years of unprecedented expansion, the firm forecasts total revenue rising by just 8 to 11 per cent on a constant currency basis this year.

Chief executive Brian Duffy remarked: ‘Although, as expected, the second half of FY23 saw a more challenging trading environment, demand remains strong and continues to exceed supply, with client registration lists continuing to grow.’

He added: ‘We remain confident in our goals to maintain our leadership position in the UK, become the clear leader in the US, and capitalise on our growth potential in Europe.’

Watches of Switzerland announced plans to open another two stores in 2024, one in Manchester under a joint venture with Audemars Piguet and the other selling Tudor watches on Old Bond Street, one of London’s most upmarket shopping destinations. 

This comes alongside plans to launch multi-brand showrooms in New Jersey this month, the Netherlands, and New York City next January.

Russ Mould, investment director at AJ Bell, said: ‘There is nothing in the latest update to suggest major problems within Watches of Switzerland.’

But, he added: ‘The trouble is that investors have seen other pandemic retail winners fall flat on their face over the past few years, and they might worry that Watches of Switzerland’s latest update could be the first in a series of setbacks.

‘The pressure is on for the business to deliver and not be put on the scrapheap along with the online fashion retailers who suffered an almighty post-pandemic hangover.’
