Hunter Biden‘s business partner helped supply military vehicles to Putin-backed forces that invaded Ukraine, a report by transparency activists claims.

Kazakh oligarch Kenes Rakishev, who sent Hunter $142,300 to buy a Porsche in 2014, hired him as a consultant to invest millions in the US, and was even photographed at an intimate meeting with Joe Biden, according to emails, records and their friend Devon Archer’s congressional testimony.

Rakishev, 44, is allegedly co-owner of Kazakhstan Paramount Engineering (KPE), which makes Arlan mine-resistant armored platform (MRAP) vehicles, according to a new report by transparency group the Kazakhstani Initiative on Asset Recovery (KIAR), based on Rakishev’s leaked emails.

The tank-like armored trucks were spotted on the streets of Mariupol in April 2022, driven by Chechen troops that invaded Ukraine alongside Russian forces.

Hunter’s former business partner Rakishev has entered the spotlight of the House Oversight Committee’s investigation into the Biden family’s shady business dealings, with his payments to Hunter and meetings with Joe detailed in a new memo released by the Committee Wednesday, supported by subpoenaed bank records.

KIAR’s report says Rakishev has co-owned the company since 2015 with a South African defense contractor, Paramount Group. 

His alleged ownership has previously been obfuscated behind a complex corporate structure, but has now been revealed after his emails were leaked.

The Kazakh businessman, reportedly worth over $300 million, has close ties to his country’s military. His father-in-law Imangali Tasmagambetov was the former Defense Secretary, and was on the board of another firm that supplied military trucks to Russia, the report said.

The armored Arlan truck manufacturer KPE has denied a close relationship with Russia’s military, saying they gave one Arlan vehicle to Putin’s National Guard in 2019 but that ‘further cooperation with Russians did not continue.’

They also claimed that ‘Kenes Rakishev and Imangali Tasmagambetov have nothing to do with the enterprise.’

But KIAR’s report, based on corporate records and Rakishev’s leaked emails, says he controlled two companies that own KPE: KazPetroMash and InterTechAudit.

Head of the Chechen Republic, Ramzan Kadyrov, who is under US sanctions for his involvement in Putin’s Ukraine invasion, was quoted gushing about ‘my dear brother Kenes Rakishev who has always been a patron of our important projects,’ in a July 2016 article on Russian-language news site Grozny-Inform. 

On March 17, 2022, Kadyrov posted a video on Russian social media site VKontakte showing the storming of the Ukrainian city of Mariupol, which included a shot of an Arlan armored car allegedly sold by Rakishev’s company.

A November 2022 report by military news site Oryx claimed that Chechen forces ‘include a small number of Arlan MRAPs (South African designed Marauder MRAPs) from Kazakhstan’.

In April, Rakishev sent $142,300 to Rosemont Seneca Bohai, a company equally co-owned by Hunter and Archer, the former friend of the First Son said.

Archer claimed Hunter was selling the Biden ‘brand’ to his foreign business partners, flexing his political influence by having Joe talk to Hunter’s business partners on speakerphone during meetings.

In a press release Wednesday along with the House Oversight Committee’s memo on Rakishev’s payments to the First Son, Republican committee chairman James Comer said Hunter was selling access to the president.

‘During Joe Biden’s vice presidency, Hunter Biden sold him as ‘the brand’ to reap millions from oligarchs in Kazakhstan, Russia, and Ukraine,’ Comer said.

‘It appears no real services were provided other than access to the Biden network, including Joe Biden himself. And Hunter Biden seems to have delivered. This is made clear by meals at Café Milano where then-Vice President Joe Biden dined with oligarchs from around the world who had sent money to his son.

‘It’s clear Joe Biden knew about his son’s business dealings and allowed himself to be ‘the brand’ sold to enrich the Biden family while he was Vice President of the United States. The House Oversight Committee will continue to follow the money trail and obtain witness testimony to determine whether foreign actors targeted the Bidens, President Biden is compromised or corrupt, and our national security is threatened.’

An NHS doctor who helped to lead medics’ demands for a 35 per cent pay rise has been selling a drug used for skin whitening, a Mail on Sunday investigation has found.

Dr Adam Daneshmend, a council member of the British Medical Association (BMA), is ‘founder and CEO’ of Vital Healthcare Solutions, which runs a website called Glutathione Shop UK, which sells vials of a drug called glutathione for intravenous injection.

Use of glutathione, which is usually applied as a skin whitener by women of Asian or Afro-Caribbean origin, has been described as a ‘dangerous fad’ by the American Medical Council on Science and Health and criticised as ‘unethical’ and ‘potentially dangerous’ by the British Medical Journal.

Some governments advise against its use because it may have ‘toxic effects on the liver, kidneys and nervous system’.

As a BMA council member, Dr Daneshmend has helped to drive industrial action by doctors which has crippled the NHS, as the Government has also faced damaging strikes by teachers and train drivers.

He joined picket lines this year when junior doctors held four-day and three-day strikes over their pay demands, which Ministers have criticised for being ‘unrealistic’.

These strikes helped lead to the cancellation of an estimated 370,000 appointments and operations.

Actress Gwyneth Paltrow is a supporter of IV-injected glutathione to combat ageing and boost health, saying it was one of her ‘favourite’ injected drugs. The claim has been dismissed by doctors. Popular American health website WebMD says: ‘People take glutathione for ageing, alcohol use disorder, liver disease, heart disease and many other conditions, but there is no good scientific evidence to support these uses.’

When The Mail on Sunday contacted Dr Daneshmend, he first denied having anything to do with Glutathione Shop UK and then said it may be linked to his company, which has been running for two years.

When asked about glutathione, he then abruptly put the phone down. Later, Dr Daneshmend sent a statement saying that the website was not fully operational yet and was not advertised.

He added that glutathione was not advertised on the website as a skin whitening product.

He said: ‘This website was never fully operational, nor was it advertised, but was created as a proof of concept. The website should not have been searchable and was not carried forwards due to commercial reasons.

‘One product planned for sale was glutathione – a legal and approved supplement commonly available both online and on the high street from pharmacies, fitness supplement retailers and wellness shops. The other product was vitamin C.

‘Glutathione is an antioxidant naturally produced by the body and people take it for many reasons, including to boost their immune system and for liver health.

‘Glutathione was not marketed on the website as a skin lightening or bleaching product.’

Dr Daneshmend also pointed out glutathione is found in high street health shops like Holland & Barrett. After we placed our calls to him, the website for Glutathione Shop UK was taken down, as well as Dr Daneshmend’s Twitter, LinkedIn and other social media pages.

The BMA declined to comment.

Dengue fever, malaria, Zika, West Nile virus and other mosquito-borne diseases may have finally met their match in crowded cities across the tropics.

An unmanned, subterranean, robotic probe dispatched into the sewers of Kaohsiung City, Taiwan has proven lethally effective at locating the hidden pools of stagnant water where mosquitos breed.

The sewer robot searches, so Taiwan’s exterminators can destroy it. 

Researchers with Taiwan’s National Mosquito-Borne Diseases Control Research Center found that their robotic hunter helped dramatically curb the city’s mosquito population — dropping the number of blood-sucking bugs by nearly 70 percent.

The measurement comes from ‘gravitraps’ laid across Kaohsiung, cylindrical traps with a sticky interior designed to lure female Aedes, or ‘yellow fever,’ mosquitos.

The scientists and pest control experts recorded a drop in their ‘gravitrap index (GI),’ which measures nearby mosquito population density, from 0.62 to 0.19.

Increasing urbanization globally has produced sprawling sewer systems, in which mosquitos have found fertile breeding grounds, far away from the prying eyes of public health officials who have struggled to prevent the bugs from spreading disease.

Several mosquito species in the genus Aedes are particularly notorious for spreading diseases in humans, including dengue fever, chikungunya, yellow fever and Zika virus. 

Led by Wei-Liang Liu, an investigator with Taiwan’s National Mosquito-Borne Diseases Control Research Center, the researchers designed an unmanned ground vehicle (UGV) to scour cracks and crevices deep in the sewers of Kaohsiung City. 

Their system also included a wire-controlled cable car and a real-time monitoring station, which received high-resolution images of these hard-to-reach mosquito breeding grounds back up from their UGV hunter down in the sewer depths.

Liu and his team put this mosquito ‘search and destroy’ robot to work from May to August of 2018, focusing their test on five administrative districts of Kaohsiung.

The researchers specifically deployed the bot in those areas to explore previously challenging ‘covered roadside sewer ditches,’ measuring the UGV’s success with mosquito ‘gravitraps’ placed nearby. 

The system detected telltale signs of mosquito activity in 20.7 percent of the inspected sewers, according to their study, published this week in PLOS Neglected Tropical Diseases. Those signs ranged from tiny larval eggs to full-blown adults.  

Liu and his team then blasted those mosquito-infested sewers with either insecticides or high-temperature water jets.

‘The widespread use of UGVs can potentially eliminate some of the breeding sources of vector mosquitoes,’ Liu and his co-authors’ report, ‘thereby reducing the annual prevalence of dengue fever in Kaohsiung city.’

A top Republican who was once close to ex-president Donald Trump wants to defund the anti-fraud police that jailed mobster Al Capone and take away their firearms.

Senator Joni Ernst, who represents Iowa in the upper house of Congress, has introduced a draft law that aims to ‘disarm the IRS (Internal Revenue Service).’

‘The taxman is fully loaded at the expense of the taxpayer,’ Ernst claimed. ‘Any further weaponization of this federal agency against hardworking Americans and small businesses is a grave concern.’

Her claims have echoes of a Republican-backed yet oft-debunked conspiracy theory, which circulated online last year, that the Biden administration was about to arm as many as 87,000 IRS agents to raid the homes of ordinary Americans. 

Ukraine-bashing Congresswoman Marjorie Taylor Greene of Georgia repeated the bogus claim on social media last August.

Ernst, once floated as a possible Trump VP pick in 2016, wants to pass her ‘Why Does the IRS Have Guns Act’ that would strip the IRS of the right to buy, receive or store  guns and ammunition.

Her blueprint could dent her reputation for fiscal conservatism, however, as the plan would hobble the IRS’s ability to claw back lost revenues from tax-dodgers.

The ex-servicewoman also says that any existing firearms held by the IRS should be sold off to pay off the federal deficit that hit an eye-watering $1.4 trillion in 2022.

She cited findings by the watchdog group Open the Books, which showed the IRS spent $35.2 million on guns, ammunition, and military-style equipment since 2006. 

But her bizarre call may raise eyebrows in mainstream GOP circles where Republicans have traditionally backed law enforcement officers and value abiding by the law. 

As most U.S. lawmakers know, the IRS set up its criminal investigations unit over a century ago in 1919.

Its goal was to disrupt and dismantle major drug and money laundering organizations, and its officers helped convict mafia boss Al Capone back in 1931.

The name of the elite unit back then was simply the IRS Enforcement Branch. 

And in 2009, its agents helped to put disgraced financier Bernie Madoff behind bars for swindling investors and retirement funds out of billions of dollars.

Today, there are just over 2,000 IRS special agents of its some 80,000 employees who carry firearms.

The unit is a federal law enforcement agency that probes potential white-collar crimes such as tax fraud and has sweeping powers to make arrests.

The right of those officers to have guns is set out under federal legislation known as the U.S. code. 

A mere 8.000 of its overall staff are actually involved in the auditing of tax returns filed by American firms and workers.

IRS Commissioner Dan Werfel told a Congressional hearing in April that claims of the entire tax agency’s workforce being given arms and the power of arrest were false. 

‘Our criminal investigation division is where we work to reduce and engage in tax fraud and acute areas of tax evasion where in order to enforce, we’re putting federal employees’ life in danger and therefore, there’s a need to arm,’ he said.

Ernst, 52, remains an influential figure on the right of the Republican party and she drew several GOP presidential candidates to her annual ‘Roast and Ride’ event in Iowa on June 3.

Her bill to defund the IRS criminal investigations unit stands little chance of becoming law because the Democrats currently control the Senate.

The CIA was actively involved in getting signatures for the letter from 51 intelligence officials discrediting Hunter Biden‘s laptop as disinformation, according to bombshell Republican report set to be released Wednesday.

The House Judiciary Committee is set to unveil a report titled: The Hunter Biden Statement: How Senior Intelligence Community Officials and the Biden Campaign Worked to Mislead American Voters. It alleges that the letter ‘was a political operation to help elect’ Joe Biden in November 2022.

It alleges that a CIA employee ‘may have helped in the effort to solicit signatures for the statement’ and accuses former Deputy CIA director and Acting CIA Director Mike Morell and the Biden campaign of conspiring to quickly get the letter approved.

The letter that was signed by 51 intel officials in 2020 falsely claimed that Hunter Biden’s laptop had all the ‘classic earmarks of a Russian information operation.’

The latest revelation in the probes into Hunter comes a day before Republicans on the Oversight Committee are set to give an update on the Biden family’s ‘shady’ business deals.

One signer of the statement, former CIA analyst David Cariens, ‘disclosed to the Committees that a CIA employee affiliated with the agency’s Prepublication Classification Review Board (PCRB) informed him of the existence of the statement and asked if he would sign it,’ the House investigative report notes. 

The CIA employee allegedly ‘asked’ Cariens if he would sign the statement, to which he agreed. 

‘The Committees have requested additional material from the CIA, which has ignored the request to date,’ the report continues.

On October 19, 2020, Morell allegedly sent the CIA the final version of the letter to the Prepublication Classification Review for review and called it a ‘rush job’ so it could be approved.

The new report, which will be published Wednesday in conjunction with the House Permanent Select Committee on Intelligence and the House Subcommittee on the Weaponization of the Federal Government, also reveals that former Director of National Intelligence James Clapper provided editorial advice to ‘strengthen the verbiage.’

On October 18, emails included in the report show Clapper emailing Morrell his intention to sign onto the letter. 

He also offered a key phrase to include, writing: ‘I have one editorial suggestion for the letter: I think it would strengthen the verbiage if you say this has all the classic earmarks of a Soviet/Russian information operation rather than the ‘feel’ of a Russian operation.

Morrell replied that Clapper’s suggestion was accepted and ‘It was a good one.’

Morrell recently testified before the House Judiciary Committee that an Oct. 17 call with Biden’s current Secretary of State Antony Blinken had ‘absolutely’ triggered his interest in coordinating the letter.

However, Blinken insisted last week that he was not behind the infamous letter, insisting that he doesn’t ‘do politics.’

‘One of the great benefits of this job is that I don’t do politics, don’t engage in it,’ the secretary of State said. ‘But with regard to that letter -it wasn’t my idea, I didn’t ask for it, didn’t solicit it,’ Blinken said on Fox News.

At the time he was allegedly behind the letter Blinken was not secretary of state but a Biden campaign adviser.

Asked by Fox News on if he accepted the laptop’s legitimacy after most major news organizations have verified it, Blinken said he would not talk politics.

Biden and his campaign at the time cited the letter to discredit Hunter Biden’s laptop as a ‘Russian disinformation campaign.’

The then-presidential candidate cited it during a debate with Trump just a few days after its publication on October 22, 2020 to deflect scrutiny of his son’s alleged foreign influence peddling schemes.

Then-Director of National Intelligence John Ratcliffe said at the time that Hunter’s laptop was actually ‘not part of a Russian disinformation campaign’ and had made that clear to the FBI and the larger intelligence community. 

House Judiciary Chair Jim Jordan and House Intelligence Committee Chair Mike Turner sent a letter to Blinken last week telling him that they were examining the letter.

‘As part of our oversight, we have learned that you played a role in the inception of this statement while serving as a Biden campaign advisor, and we therefore request your assistance with our oversight.’

The Biden campaign ‘took active measures to discredit the allegations about Hunter Biden by exploiting the national security credentials of former intelligence officials,’ the report also states.
