The US House of Representatives approved a new anti-robocall bill by a nearly unanimous vote.

Called the TRACED Act, this law will penalize scammers and require phone carries to block robocalls and ensure all incoming calls are from real numbers.

The bill comes after complaints came pouring in about the scams, as more than 49 billion robocalls were placed just this year – 5.6 billion occurred in November alone.

The TRACE ACT, short for Telephone Robocall Abuse Criminal Enforcement and Deterrence Act, was approved by a 417-3 vote and sponsored by Rep. Frank Pallone Jr, a democrat from New Jersey.

Pallone said on the House floor Wednesday: ‘Today the House will take strong bipartisan action to protect consumers from illegal robocalls.’

‘A whopping 5.6 billion robocalls were made to Americans in November alone.’ 

‘Today, the House is giving Americans back control of their phones.’

Representatives Justin Amash (I-Mich.), Andy Biggs (R-Ariz.) and Thomas Massie (R-Ky.) were the three votes against passing the bill, as reported by The Hill.

Massie worried that the law would give the Federal Communications Commission ‘too much authority.’

The summary of the bill reads: The Federal Communications Commission (FCC) shall promulgate rules establishing when a provider may block a voice call based on information provided by the call authentication framework, but also must establish a process to permit a calling party adversely affected by the framework to verify the authenticity of their calls.’

‘The FCC shall also initiate a rulemaking to help protect a subscriber from receiving unwanted calls or texts from a caller using an unauthenticated number.’

‘This bill requires the Department of Justice and the FCC to assemble an interagency working group to study and report to Congress on the enforcement of the prohibition of certain robocalls.’

‘Specifically, the working group will look into how to better enforce against robocalls by examining issues like the types of laws, policies, or constraints that could be inhibiting enforcement.’

Cell phone carries will be required to block all robocalls under the new law and do so for customers free of charge.

It will give government regulators more time to find scammers and penalize them more harshly than ever before

The FCC will also be tasked with providing reports to Congress about what measures are in place to take down illegal scamming operations and oversee a group of companies that will determine where the calls are coming from.

In addition, the act would push the Department of Justice to take action against Many carriers, such as AT&T, Verizon and Comcast, are on board with the new bill and plan to provide customers with tools to block the calls and will implement call-blocking technology at no extra cost.

The bill is supported by the Senate, making it likely, according to The Hill, reach President Trump’s hands by the end of the year.

The Food and Drug Administration has approved the first ever pill to treat postpartum depression (PPD) which is suffered by around one in seven new mothers. 

Zuranolone, which is an antidepressant, is a once-a-day pill, taken for two weeks. It will be sold under the brand name Zurzuvae.

Clinical trials showed it improved the symptoms of new mothers who were experiencing severe depression after having a baby. 

The only other medication on the market for PPD, Zulresso, needs to be administered via IV continuously for 60 hours and costs $34,000. 

Symptoms of PPD can be debilitating and range from deep despair and frequent crying to thoughts of hurting the baby, not feeling connected to the child, or feeling as if it is someone else’s.

In a statement on Friday, the FDA called Zuranolone ‘the first oral medication indicated to treat postpartum depression in adults’. 

It added: ‘Until now, treatment for PPD was only available as an IV injection given by a health care provider in certain health care facilities.’

The pill, specifically designed for PPD, has been shown to work faster than other antidepressants and is designed to be taken only over a short two-week period.

Trials of the pill showed its side effects were less severe than other antidepressants currently in use, which can lead to sudden loss of consciousness, weight gain or sexual dysfunction. 

It was developed by pharmaceutical companies Biogen and Sage Therapeutics. No price has yet been announced for the new pill.

Tiffany Farchione, head of psychiatry in the FDA’s Center for Drug Evaluation and Research, said PPD is ‘a serious and potentially life-threatening condition in which women experience sadness, guilt, worthlessness – even, in severe cases, thoughts of harming themselves or their child.’

‘Having access to an oral medication will be a beneficial option for many of these women coping with extreme, and sometimes life-threatening, feelings,’ she said.

Dr Asima Ahmad, chief medical officer at Carrot Fertility, a healthcare company in Menlo Park, California, said around 75 percent of moms reporting PPD symptoms go untreated.

‘These numbers are elevated for minority populations; 81 percent of Black women and 76 percent of Hispanic women said they would have liked to learn more about postpartum mental health before having children, compared to 70 percent of women overall,’ she said.

‘In a time when we are seeing rising maternal mortality rates, and significant racial disparities in maternal outcomes, we need to focus on solutions, and that includes addressing postpartum depression.’

Ahmad believes the new drug will reduce the stigma around using antidepressants.

‘Both the lower incidence of side effects and the short-term regimen, which could help some feel less stigma around having to use an antidepressant, could potentially improve compliance,’ she said. 

Zuranolone is one in a class of drugs that target GABA receptors in the brain using a substance called a neurosteroid.

It was designed to rapidly rebalance dysregulated brain networks responsible for functions such as mood, arousal, behavior, and cognition, to help reset brain function.

When a person is depressed, GABA and glutamate, both neurotransmitters, are thrown out of balance, affecting neuron activity.

Depression treatments typically aim to boost serotonin levels in the brain, but a growing body of research shows that the GABA pathway may be just as effective.

The drug companies sought approval based on the strength of their five trials in major depressive disorder and two trials in PPD.

In the Phase 3 SKYLARK randomized study, women receiving the drug at a 50mg dose felt measurably better after three days.

They measured women with PPD based on the 17-item Hamilton Rating Scale for Depression (HAMD-17).

A score of zero to seven is considered to be normal, while a score of 20 or higher (indicating at least moderate severity) is usually required for entry into a clinical trial.

Women were enrolled if they were less than six months postpartum and had a major depressive episode beginning during the third trimester or before four weeks postpartum.

Women who received Zuranolone each evening for two weeks experienced a greater reduction in HAMD scores than women receiving a placebo pill.

At day 15, the mean reduction in HAMD scores was 15.6 in women receiving Zuranolone vs. 11.6 in the placebo group.

At day 45, women treated with Zuranolone continued to show a greater reduction in HAMD scores than women receiving a placebo (down 17.9 points and 14.4 points, respectively).

Dr Kristina Deligiannidis, who led the study into the drug, told CBS Saturday Morning: ‘Women were reporting rapid improvement in their depression as early as day three.’

She added that the medication had side effects of feeling sleepy, sedation and headaches. 

One woman said Zuranolone helped her from day one. ‘I immediately just felt more like myself. It’s going to save so many women and families.’ 

Increased focus has been put on PDD after Boston mother Lindsay Clancy, 32, allegedly murdered her three children in January after suffering from an extreme form of postpartum depression.

In more extreme cases, a new mother may experience postpartum psychosis, the condition that Clancy is believed to have had when she committed the murders.

It’s a rare condition that usually develops within the first week after delivery. A new mother with psychosis will have an altered experience of reality which interferes with their ability to function normally.

Postpartum psychosis, which tends to include paranoia, dramatic mood changes, hallucinations, delusions, and suicidal and/or homicidal thoughts is treatable.

Mental health professionals have a full army of antidepressant drugs at their disposal. The medication does not have to be tailored to PPD symptoms to work. Talk therapy is also a useful tool for millions of women struggling post-pregnancy.

Real-life Back to the Future? $300,000 flying car that drives on roads and takes off to avoid traffic jams like the 1980s film’s DeLorean gets FAA approval

The Federal Aviation Administration (FAA) has given the legal go-ahead to the makers of a quirky car that can transition seamlessly from highway to air, just like Doc Brown’s retrofitted DeLorean in the Back to the Future series. 

California-based Alef Aeronautics claims that its Model A will have customers sailing over traffic and hopping over accidents, all for a suggested retail price of $298,520.

Alef announced that its all-electric, two-seater Model A received a limited Special Airworthiness Certification from the FAA this Tuesday. 

The company — which reports that it has been testing a full-sized prototype of the Model A since 2019 — called the news ‘one small step for planes, one giant step for cars.’

Alef has said that its flying car is 100 percent electric and capable of holding its own on public roads. 

The vehicle has been designed for vertical takeoff and landing capabilities and could carry one-to-two occupants. 

‘The FAA is actively working on its policies for electrical vertical takeoff and landing (eVTOL) vehicles,’ a spokesperson for Alef said in a statement, ‘as well as governing interactions between eVTOLs and ground infrastructure.’

Given this new regulatory frontier, Alef noted that its special certificate from the FAA currently ‘limits the locations and purpose for which Alef is permitted to fly’ as testing of the Model A continues.

According to the firm, pre-orders for the Model A have been strong for individuals and companies ever since. 

On the road, according to Alef’s website, the Model A will be categorized as a Low-Speed Vehicle (LSV), a designation from the US National Highway Traffic Safety Administration and local state agencies which means that the car will come with legal limitations in most states. 

‘The assumption is that, if a driver needs a faster route, they will use Alef’s flight capabilities,’ as explained on the pre-order page for the Model A.

During and after the flying car’s vertical takeoff maneuvers, the driver, passenger and surrounding cabin remain stabilized by Alef’s specially engineered, rotating gimbaled cabin design.

‘We’re excited to receive this certification from the FAA,’ Alef’s CEO Jim Dukhovny said in a statement. 

‘It allows us to move closer to bringing people an environmentally friendly and faster commute,’ Dukhovny said, ‘saving individuals and companies hours each week.’

Texas has provisionally approved a bill banning sales tax for sanitary products and some baby supplies in a move that could cost the state $100million a year. 

The Texas House of Representatives voted 145 to 2 on Wednesday, for the bill that would also exempt maternity clothes, breast pumps and diapers.

It was introduced by Rep Donna Howard and is being prioritized by House Speaker Dade Phelan. It also has the support of Texas Governor Greg Abbott.

The legislation would remove sales tax on baby wipes, bottles, tampons, sanitary pads and menstrual cups as well as adult diapers.

Texas’s move comes after similar legislation was introduced in 23 other states to give residents tampon tax breaks – but only 14 of those also backed diaper exemptions.

The bill had 39 co-authors – 12 of them Republicans – and the measure will cost an estimated $194million in lost sales tax over two years.

During a House hearing in March, Emily Adams, vice chair of the Austin Diaper Bank, said: ‘Not only are children missing out on critical early learning experiences and academic and social development, parents and caregivers are forced to drop out of the workforce, resulting in a loss of wages.

‘Without employee prospects, small businesses face a hiring desert.’

Amid a rising cost of living crisis, this move would help families and women to stay on top of their finances.

According to the center of Budgets and Policy Priorities, diapers can cost $100 per month, with the only financial assistance coming from non-profit diaper banks and the Temporary Assistance for Needy Families program.

Rep Howard has filed the bill in every session since 2017 and focused previously on addressing ‘period poverty’.

Teenage girls have also led the movement to make changes in the state, after Texas banned abortion and Republicans sought to support mothers and children.

A spokeswoman for Governor Abbot said about the bill: ‘Governor Abbott fully supports exempting feminine hygiene products from state and local sales tax.

‘These are essential products for women’s health and quality of life, and the Governor looks forward to working with the legislature in the next session to remove this tax burden on Texas women.’

One in five American teens struggles to afford menstrual products, according to a study commissioned by Thinx and PERIOD.

Countries such as the UK and Germany have abolished the tampon tax outright, following calls from women’s’ rights activists.

Texas Senate approves bill requiring all classrooms to display the Ten Commandments on the wall across all grades

The Texas Senate approved a bill Thursday that would force public schools to display the Ten Commandments in classrooms.

It will now move to the state House of Representatives for consideration.

Religious hardliners welcomed the victory, but it sparked immediate criticism that it was an unconstitutional move to end the separation of church and state.

The bill was introduced by Sen. Phil King, and would require schools to prominently display the Christian text.

He said it was simply a part of American heritage.

‘[The bill] will remind students all across Texas of the importance of the fundamental foundation of America,’ he said during a hearing, according to the Texas Tribune

It specifies the text to be used and says it must be ‘legible to a person with average vision from anywhere in the classroom.’

If it passes the House and is signed into law it will almost certainly face legal challenge.

But King has argued that the Supreme Court paved the the way for his bill with its ruling over the case of Joe Kennedy, a high school football coach in Washington state who was fired for praying at football games. The court said he was praying as a private citizen, not as a district employee.

Lt. Gov. Dan Patrick welcomed passage of the bill. 

‘Allowing the Ten Commandments and prayer back into our public schools is one step we can take to make sure that all Texans have the right to freely express their sincerely held religious beliefs,’ he said.

‘I believe that you cannot change the culture of the country until you change the culture of mankind. Bringing the Ten Commandments and prayer back to our public schools will enable our students to become better Texans.’

But it quickly sent ‘Separation of Church and State’ trending on Twitter, as social media users raised concerns.

‘Conservatives pretend to love the Constitution but completely ignore the separation of church and state,’ said author Brian O’Sullivan.

‘Their raging hypocrisy has no bottom.’

The Texas Senate also approved a bill requiring schools to set aside time for prayer.
